In the context of the Committee on National Alcohol Policy and Action (CNAPA), a structure that was put in place, in the European Union, to coordinate the policies to reduce alcohol related harm at national and local level, based on good practices identified in the EU Strategy to support Member States in reducing alcohol related harm, a small drafting group was established (of which, SICAD representing Portugal) was part) to prepare a scoping paper on the new European Alcohol Strategy. This document, entitled “Member States call on the European Commission for a new and comprehensive strategy to tackle harmful use of alcohol and alcohol related harm” was approved by CNAPA last December and is now published in the website of the European Commission.
This scoping paper is a concept document that elaborates on the new European alcohol strategy, including its justification, product, results and objectives to be achieved. It is an important document to support the decision process for the Member States and to guide the decision making throughout the process of drafting and approval of the new European Strategy on Alcohol.
